Industry NewsLidl commences construction of pub to facilitate alcohol sales in Dundonald
Supermarket chain Lidl has begun building its first pub at a site in Dundonald, east Belfast, Northern Ireland, representing an unusual consequence of the region's strict licensing laws after the retailer was unable to obtain a standard off-sales licence for its shop at the location.
BBC reported that the pub, which will accommodate up to 60 customers, will not operate in store but will be in separate premises next door, with the licence carrying legal right to operate an off-sales section. The plan had faced a High Court challenge from rivals who argued Lidl was attempting to use an unlawful loophole to operate an off-licence.
The challenge was dismissed in January 2025 by Mr Justice Colton who said the law did not stand in the way of a business taking an innovative approach. He ruled that the fact the application is novel is not a reason for refusing it.
Gordon Cruikshanks, managing director for Northern Ireland at Lidl, said after six years in the planning process, the company is delighted to confirm development of a brand new public house and associated off-sales located adjacent to the Dundonald store. The facility is expected to open this summer, serving selected lines from Lidl's beer, wine and spirit range with a focus on promoting local suppliers.
In Northern Ireland, supermarkets must overcome two hurdles before selling alcohol. They first must buy a licence surrendered by another business, with this surrender principle acting as a strict cap on licensed premises numbers. Secondly, supermarkets must pass the inadequacy test, demonstrating existing licensed premises in an area are inadequate to meet public needs.
