P McVey Building Systems has appointed James Scullion as commercial and finance director, a leadership hire that shows how offsite builders are strengthening commercial leadership to meet rising demand from health trusts and education boards.

P McVey Building Systems, founded in 1986 by Pat McVey and based in Toomebridge, Co Antrim, is a family-owned offsite construction specialist that has grown 400% over five years and is consolidating its operations into a single headquarters to increase factory capacity.

Scullion, who joins directors Mike McVey and Adrian McVey, brings two decades of commercial experience in the engineering sector, including scaling operations, managing complex supply chains and driving growth in high-precision manufacturing environments.

The appointment comes as persistent delays in traditional construction, rising material costs and capacity pressures across healthcare and education are prompting public and private buyers to explore modular solutions.

Operations Director Adrian McVey said sector buyers, particularly health trusts and education boards, need fast-track capacity that delivers permanent quality without the disruption and delays of traditional sites, while Scullion said offsite construction is rapidly becoming the primary choice for modern, sustainable infrastructure across Great Britain, Northern Ireland and the Republic of Ireland.

A 400% increase in five years, now paired with a commercial and finance hire and a single consolidated factory, points to a manufacturer building capacity ahead of framework wins rather than reacting to individual orders.

Public procurement is shaping that demand: the NHS Commercial Solutions framework awarded in November 2025 covers permanent and temporary modular buildings, while the LHC housing framework includes panelised and volumetric systems, widening routes to market for approved suppliers.

The same report cautions that capital-intensive volumetric factories will face closer scrutiny of financing, utilisation rates and contracted demand, which makes a finance-led leadership appointment a practical response to expansion rather than a formality.

For the sector, modular specialists are increasingly judged on balance sheet and delivery capacity as much as product quality, and firms that pair factory investment with commercial discipline are better placed to win the repeat framework work health and education buyers are now commissioning.
